Gayle E. Ruhl, 33, a narcotics agent who killed a top narcotics figure last year, was honored yesterday as the outstanding federal employee of 1964 for Metropolitan Chicago at the eighth annual awards luncheon in the grand ballroom of the Hilton Hotel.
Ruhl fired one fatal shot at dope peddler Nolan Mack after Mack, 38, fired four shots at Ruhl at the conclusion of a chase on the Northwest (now Kennedy) expressway. Ruhl was seriously cut around the eyes and face in the gun battle.
Three others won awards and were selected from among 65,000 federal employees in the Chicago area.
